- Weekly anti-fraud updates to CMS
- A six-month freeze on enrollment of high-risk providers
- Verification of all current providers as legitimate, or removal if not
- A formal corrective action plan to prevent future fraud
Oz warned that if the state’s plans or cooperation did not meet CMS expectations, the federal share of funding could be cut off. He pointed to two Minnesota Medicaid programs as emblematic of rising costs: Housing Stabilization Services, projected at $2.6 million annually but totaling over $100 million in 2024, and the Early Intensive Developmental and Behavioral Intervention program, which grew from $3 million in 2018 to almost $400 million in 2023. He described elaborate schemes where taxpayer dollars were allegedly diverted to luxury purchases, overseas real estate, and kickbacks to parents enrolling children in centers that purportedly offered autism treatment—allegations he partly linked to the Somali community.
Oz also claimed that Minnesota had previously reported concerns to CMS but that responses were insufficient, noting that CMS had stepped in to shut down the most problematic program and to pause provider enrollment in some abused programs.
The statement underscored a broader political controversy, with former President Donald Trump signaling aggressive actions against fraud in Minnesota and tying the issue to debates over immigration and national security. Senior Trump administration officials reportedly announced new investigations, including a Treasury Department probe into the alleged diversion of taxpayer funds to al-Shabab.
